What the Swisslos Sportfonds is to Switzerland, the sports facility funding programmes of the federal states (Länder) are to Germany, supplemented by municipal budgets and EU funds. If you are planning an LED scoreboard or a sports ground modernisation, you should know these programmes, because depending on the state the grants range from 25 to 90 percent. Here is the overview, as of July 2026.

The most important rule first

Two basic patterns run through almost all programmes:

  1. Permanently installed technology as part of a construction measure has much better funding prospects than an isolated equipment purchase. A scoreboard is best applied for together with a floodlight conversion, spectator area or pitch renovation as a modernisation package.
  2. Never order before approval. A "premature start of the measure" (vorzeitiger Massnahmenbeginn) is generally harmful to funding and voids the entitlement completely.

North Rhine-Westphalia: currently the best window

Since 1 June 2026, the successor programme "Moderne Sportstätte Nordrhein-Westfalen" (Modern Sports Facility NRW) has been running: 600 million euros until 2036, of which 200 million in the first call for sports clubs. The key figures:

  • Eligible are modernisation, renovation, equipment, conversion and new construction of sports facilities including spectator facilities, which covers an LED scoreboard well
  • Funding rates of 50 to 90 percent (club-owned facilities: up to 90 percent for grants up to 100,000 euros)
  • Minimum grant 25,000 euros: the scoreboard therefore belongs in a larger modernisation package
  • Two-stage procedure: project outline in the funding portal of the Landessportbund NRW (the state sports federation), then application to NRW.BANK; membership in the city or district sports federation and the relevant specialist federation is a prerequisite

In addition, NRW municipalities can pass on their annual Sportpauschale (sports lump sum) to clubs; the contact is the city or district sports federation.

Bavaria: 25 percent via the BLSV

The Free State funds club-owned sports facility construction through the BLSV (the Bavarian state sports federation): since 2026 a uniform grant of up to 25 percent (with additional funding up to a maximum of 40 percent), from 10,000 euros of eligible expenditure, applied for digitally via the verein360 portal. Important for scoreboard projects: pure equipment is excluded from club sports facility construction, whereas technology permanently attached to the building as part of a modernisation (analogous to the frequently funded LED floodlight conversion) is plausible. Clarify the classification in advance directly with the BLSV. The annual Vereinspauschale (club lump sum, application by 1 March at the district office) also strengthens the general club finances.

Other federal states at a glance

  • Baden-Württemberg: the WLSB pays 30 percent on club-owned sports facility construction and 30 percent on sports equipment from 2,000 euros (application by 31 January of the following year via meinwlsb.de). Whether a scoreboard counts as eligible sports equipment is not explicitly regulated, so ask the WLSB before buying.
  • Hesse: significantly expanded in 2026: 35 percent funding rate (previously 20), new maximum amount 1 million euros, advice via the Landessportbund Hessen.
  • Lower Saxony: up to 40 percent, maximum 150,000 euros via the LSB; funded examples explicitly include technical installations such as LED floodlights. For measures from 25,000 euros a consultation meeting is mandatory, with appointments for the following year already being allocated mid-year.

Two underrated routes for smaller clubs

  • LEADER regional budget (EU): in rural LEADER regions, small projects with total costs of up to 20,000 euros are funded at up to 80 percent, explicitly including equipment purchases by clubs. In terms of scale, an LED scoreboard is often an ideal fit; the decision is made by the Local Action Group of your region.
  • Municipal sports funding and regional foundations: many cities and districts have their own sports funding guidelines, plus there are the foundations of the savings banks (Sparkassen) and cooperative banks. First point of contact: the local sports office and the district sports federation.

How to proceed

  1. Identify the programme: check the state programme plus municipal budgets plus LEADER
  2. Clarify the classification: position the scoreboard as a permanently installed part of a modernisation, and if in doubt ask the funding office in advance
  3. Put the package together: quotations, cost breakdown, financing plan with own contribution and sponsorship
  4. Get approval first, then order
